Wanneer zal Europa beginnen profiteren van Trump?

President Trump bekleedt nu al iets langer dan een maand het presidentschap van de VS. Voor zijn aantreden leken velen niet goed te weten wat van hem te verwachten. Ondanks alle chaos die hij de afgelopen weken veroorzaakte, lijken er zich toch enkele duidelijke lijnen af te tekenen. Het ‘America First’ van de tweeter in chief geeft niet veel om goede internationale relaties. Een wankelend Europa leek de afgelopen weken vooral bang of – in het beste geval – afkerig af te wachten. Het zou van deze bedreiging echter ook een opportuniteit kunnen maken, als het tenminste de nodige visie aan de dag durft te leggen en Amerika’s rol als leider van de vrije wereld durft over te nemen.
Met zijn politiek incorrecte retoriek lijkt Trump af te willen
van Amerika's centrale rol in de wereld. Zal de EU besluite-
loos blijven afwachten, of zal ze deze rol overnemen?

Sinds WO II zijn de Verenigde Staten het grootste machtsblok op deze aardbol. Met wisselend succes stond de grootste legermacht van de wereld de afgelopen decennia in voor de vrede en stabiliteit op de wereld. Trump lijkt duidelijk van deze rol af te willen en doet de eeuwenoude onderstroom van Amerikaans isolationisme herleven. Hij geeft duidelijk niets om politieke correctheid en schoffeert aan de lopende band buitenlandse leiders. ‘America First’.
De rest van de wereld reageert vol verontwaardiging. Zo keerden recent zelfs de Russische (staatsgecontroleerde) media zich af van Trump, hoewel Trump tevoren goede vriendjes met Poetin leek te worden. Men weigert echter verder te kijken dan Trumps onbeleefdheid. Wat mij betreft, als Trump zich per se wil afzonderen van de rest van de wereld, dan moet hij dat maar doen. Ik vind het jammer voor mijn Amerikaanse vrienden, want ik denk dat hij zo Amerika belachelijk, ongeloofwaardig en uiteindelijk onbetekend zal maken op het wereldtoneel. Maar uiteindelijk is dat zijn keuze.
Als Trump af wil van de rol van wereldleider, dan is het denk ik hoog tijd dat de EU deze rol overneemt. Te lang al loopt de EU als een braaf schoothondje achter de VS aan. Hoog tijd om uit de schaduw te treden. De EU is het enige machtsblok dat met enige geloofwaardigheid deze rol kan overnemen. China en Rusland zijn misschien wel machtig, maar voorvechters van democratie en vrijheid zijn het allerminst. Als Europa ooit de belofte van haar oprichting wil waarmaken om ‘vrede, veiligheid en vooruitgang te promoten in Europa en de wereld’[1] is het nu het moment. Stop met bang af te wachten, maak een sterk en eengemaakt Europees leger en versterk de bondgenootschappen met iedereen die door Trump aan de kant gezet is of gewoon genoeg van hem heeft. Kandidaten bij de vleet!
Als Europa er niet in slaagt om haar leidende rol in de wereld te versterken op dit cruciale moment, zal het Europees project verder van binnenuit opgevreten worden. We hebben een sterke gemeenschappelijke visie nodig waarin de Europese burgers kunnen geloven. Helaas is al wat we van Europa dezer dagen krijgen ondoorzichtige bureaucratie en leiders die met elkaar kibbelen over migratie en economische belangen. De EU moet terug naar haar oorspronkelijke credo om een machtsblok te worden dat internationaal de lakens uitdeelt. Als we niet de neuzen in dezelfde richting kunnen draaien, zullen we verder uit elkaar vallen. Trump geeft ons hiervoor een onverwachte kans. Maak er gebruik van of draag de gevolgen!

What's the matter with foreign aid? (3) Towards collaborative aid

In the first part of the essay, we sketched the economical and political historic background of the current aid system. In the second part, we looked at things in the current NGO-based aid system that are not quite optimal. In the final part, I will start addressing solutions, based on my own experience. What does impactful, effective NGO work look like? We should focus on a paradigm of collaborative, community-based aid, rather than aid delivery. How to create good conditions for people? An impactful paradigm is grassroots and not top-down. Local people should be co-creators, who, with the support of aid agencies, move towards becoming more independent and self-sustaining. Aid oughtn't be ‘pushed’ on local people.
